Over Rs two billion may be allocated for Watan cards

Keeping in view the upcoming general election, Sindh Budget 2012-13, would come up with a good news for millions of flood and rain-hit victims as they would be paid their remaining amount of Watan cards and Pakistan cards, Business Recorder learnt on Saturday. 

Super floods of 2010, had badly affected many districts, including Kashmore-Kandhkot, Jacobabad, Shikarpur, Kambar-Shahdadkot, Larkana, Dadu, Thatta, Hyderabad, Ghotki and Sukkur. Besides, the heavy rains of 2011, had also affected many areas of Mirpurkhas, Umerkot, Tharparkar, Badin, Sanghar, Tando Mohammad Khan, Matiari, Jamshoro, Khairpur Mirs, Benazirabad (Nawabshah), Naushehroferoze and other areas of Sindh. 

An official of the Finance department, who is familiar with budget making process, said that keeping in view the upcoming general election, higher authorities of Sindh government had focused on inclusion of Watan cards and Pakistan cards heads in the upcoming budget of the province. He said that officials of the finance department had included the heads of Watan cards and Pakistan cards in upcoming provincial budget with allocation of more than Rs 2 billion. 

He said that more than one million families' heads of flood victims had received Watan cards through centres made by National and Database Registration Authority (Nadra) while, more than four million people (heavy rain victims of 2011) had got Pakistan cards as compensation, he added. 

Initially, flood victims had received Rs 20,000 with equal funding of federal and provincial government. Later, only 0.27 million flood victims were paid next tranche of Rs 40,000, he said. Resulting, he added that flood victims, whom names were deleted from the list of next tranche had made demonstrations and they compelled their political representatives for inclusion of their names in list of second and third tranche as well. 

Similarly, he said that around one million rain-affected people had been given Pakistan cards with initial assistance of Rs 10,000 while, government had announced Rs 20,000 to every rain affected victim. Regarding other allocations, he told that Sindh government has allocated Rs 1 billion for the development of Zulifqarabad, the new city would be established in coastal belt of district Thatta. 

In ADP 2012-13, Government has allocated a huge amount for the distribution of around 15,000 tractors with subsidy for the poor farmers and lower growers, he added. It may be noted here that upcoming provincial budget would be tabled in Sindh Assembly tomorrow on June 11. Finance Minister Syed Murad Ali Shah would present this fifth budget of PPP-led government. 

Sindh's development outlay for FY-2012-13, has already been finalised by the authorities as Rs 221 billion, with allocations of Rs 161 billion for provincial government schemes, Rs 20 billion for district government projects and Rs 37 billion for foreign-funded (loans/grants) schemes.
